The Clinch River runs right past downtown, and since TVA closed Melton Hill Dam in the early 1960s, this stretch is really part of Melton Hill Lake. Low ground near the water means a high water table. Honestly, some of the wettest basements we see all year are within a few blocks of the river. After a week of rain they stay damp for days.
